Does The Fall Of Raqqa Represent The End Of The ISIS Caliphate?

President Trump says the defeat of ISIS in Raqqa is a “critical breakthrough” in the worldwide campaign against the jihadists. The Syrian city fell last week to a U.S.-backed force dominated by Kurdish troops.
