“P” is for Pickens, Andrew, Jr., (1779-1838). Governor. Pickens was born in Ninety Six District. He graduated from Rhode Island College (later Brown University) where he had been elected to Phi Beta Kappa. Returning to South Carolina, he read for the law and eventually settled in Pendleton District. In 1810 he was elected to the South Carolina House of Representatives and served one term. In December 1816 Pickens was elected governor, the first person from above the fall line to serve in that office. As an upcountry planter, he sympathized with calls from the state’s upper districts for better transportation links between Charleston and the interior. At the urging of Governor Andrew Pickens, Jr., the legislature in 1818 appropriated the unprecedented sum of $1 million to implement a statewide program of roads and canals.
