“H” is for Hayne, Henry E. (b. 1840). Legislator, secretary of state. Hayne was born in Charleston, the son of a White father and his free Black wife. He was educated in Charleston and worked as a tailor. He volunteered for the Confederacy but in 1862 he escaped to Union lines and enlisted in the First South Carolina Volunteers. In 1866 he moved to Marion County and represented the county in the state constitutional convention (1868) and the state senate. (1868-1872). Hayne was South Carolina’s secretary of state from 1872to 1877. As secretary of state, he took charge of the land commission and was credited for bringing honest and efficient leadership to what previously been a notoriously mismanaged program. Re-elected in 1876, Henry E. Hayne gave up his position in 1877 and left the state.
