Daniel talks with Harry Jaffe (JAF-ee), national editor of Washingtonian magazine, about the D.C. Financial Control Board's decision to take over the District's school board and oust its superintendent. Jaffe says the Control Board, also poised to take over the Police Department, is building a new functioning government arounbd the old dysfunctional regime of discredited Mayor Marion Barry.
