York County Council hires new County Manager

The York County Council has hired a new County manager to replace David Hudspeth, who resigned in the fall of 2023.

Josh Edwards will start as the new York County Manager on April 8. According to a press release, Edwards is a Certified Public Manager receiving an undergraduate degree from Wake Forest University and a master’s degree in public administration from the University of North Carolina Chapel Hill.

“I was drawn to York County's focus of providing a high quality of life, by celebrating its unique diversity across nine municipalities, while protecting and investing in both its rural and urban surroundings,” said Edwards.

Edwards was selected from a field of candidates and brings over 16 years of experience serving in local government. He started his career as a budget analyst in Fairfax, VA and moved on to serve on the Board of Directors of the North Carolina Local Government Budget Association as president and vice president. He also served as Strategic Initiatives Manager and Assistant Budget Director for the City of Durham, NC and Senior Budget Analyst for Cary, NC.

In his last role, Edwards worked for five years as the Assistant Manager for the Athens-Clarke County Unified Government.

"York County is a special place, with amazing natural beauty, incredible staff, and passionate residents who create a true sense of community. I will work hard to engage with the community and collaborate with staff to ensure that the York County Council goals are achieved by the organization,” Edwards said.

There will be a meet and greet reception with Edwards on March 11.

“We are excited to welcome Josh and his family to York County and look forward to working with him in his new leadership role,” said York County Council Char Christi Cox. “We are confident his strong background in local government operations and strategic planning will provide depth to our team, enhance efficiencies in our county government and improve communications and quality of services for our citizens.”
