Revitalized Columbia landmark set to reopen next weekend with expansive upgrades and new security features

Thousands of residents and visitors are expected to attend the grand reopening of Finlay Park which kicks off Nov.15. With a full line-up of entertainment and activities, plus new security measures, city leaders are encouraging attendees to plan ahead.

The much-anticipated grand reopening of Columbia's Finlay Park is planned for Nov. 15 - 16 with a weekend full of live entertainment, community activities, and family-friendly festivities—all free and open to the public.

Crews broke ground on the more than $24 million revitalization effort in September 2023 to enhance the park's landscape with new amenities and features, accessibility upgrades, parking modifications, and increased safety and visibility.

The grand reopening ceremony will take place on Saturday, Nov. 15 at 10 a.m., followed by an all-day celebration of music presented by the Jam Room Music Fest from Noon - 10 p.m. The festivities continue on Sunday, Nov. 16 with performances by local and national artists from Noon - 8 p.m.

City leaders encourage guests to plan ahead for parking and to be aware of the park's clear bag policy.

Parking and shuttle information
Free public parking will be available at several city parking decks within walking distance of Finlay Park:

  • Arsenal Hill Deck – 1812 Lincoln St.
  • Taylor Street Deck – 1600 Assembly St.
  • PJ Cannon Deck – 1227 Taylor St.
  • Lincoln Street Deck – 820 Washington St.

ADA parking will be available at the Finlay Park Upper Lot (930 Laurel St.), as well as parking meters covered with blue bags near the Taylor St. entrance of Finlay Park. Additionally, the COMET will operate free shuttle service at the Taylor St. Deck and PJ Cannon Deck to the park's Taylor St. entrance.

Clear bag policy
To ensure the safety of all attendees, Finlay Park will now operate under a clear bag policy. Approved bags include:

  • Wristlet (no larger than 4.5” x 6.5”)
  • Small clutch purse (no larger than 4.5” x 6.5”)
  • Clear tote (no larger than 12” x 6” x 12”)
  • Clear backpack (no larger than 12” x 6” x 12”)
  • Plastic freezer bag (1 gallon)
  • Clear fanny pack (no larger than 4.5” x 6.5”)
  • Diaper bag (no larger than 12” x 6” x 12”)

All bags are subject to inspection prior to entry. The clear bag policy will be in effect at all times as part of ongoing efforts to maintain a safe and welcoming environment.

To support implementation, Columbia Parks and Recreation will have posted signage at each entrance to the park, and park staff will be on-site to assist visitors. A committed rotation of park rangers and Columbia Police officers also will be stationed at the park during all operating hours.
 
During larger events, including the grand reopening weekend, additional signage will be placed in nearby City of Columbia parking decks and designated event parking areas to help notify the public of the policy.
