Council members Graham, Mayo flip on I-77 toll lanes, clearing the way for $4 billion project

The Charlotte City Council voted 7-4 Monday to support the Interstate 77 toll lanes after council members Malcolm Graham and Joi Mayo changed their votes from no to yes. Their reversal means the $4 billion toll lanes will almost certainly be built.
