The Congressional Black Caucus Institute is launching a multimillion-dollar campaign to engage lower-propensity voters in key districts before the midterm elections. The "SO VOTE" campaign aims to register and mobilize voters in majority-Black, rural, and young communities across the South, Midwest, and West. Rep. Jim Clyburn said the campaign "allows us to put to practice that which we have been proposing, and we have never had the resources to do it. But this year we do.”

The effort was launched Tuesday, and it comes as civil rights activists aim to apply pressure to Republican-led state legislatures through mass protests and economic boycotts.

Three Republican-led states are deploying hundreds of members of their National Guard to Washington to assist in the Trump administration’s takeover of the city’s police department. West Virginia said it was deploying 300 to 400 Guard troops, while South Carolina pledged 200 and Ohio says it will send 150 in the coming days.
