Homeowners in most of South Carolina got through last weekend’s ice storm without lingering damage.
This weekend’s snow storm is not expected to bring the same potential for damage, but wind gusts and heavy snow do have the potential to cause damage to roofs, windows, and siding.
For income-qualified homeowners who experience damage from winter weather in 11 cities and counties, the state Disaster Assistance Program, or DAP., could be a way to bridge the between what insurance will pay for and what has to come out of your pocket.
DAP was created after Hurricane Helene. In 2025, SC Housing awarded $9.2 million through its Housing Trust Fund “to aid in the ongoing recovery from extreme weather events,” according to the agency’s website.
The goal of DAP is to assist lower-income homeowners whose properties were damaged by severe weather and not covered by insurance.
To qualify, “you have to be a homeowner, your name has to be on the deed; you have to be at 80% area median income or lower,” says Corinne Sferrazza, executive director of the Housing Development Corporation of Rock Hill. -- one of the 11 cities.
Applications in Rock Hill are considered on a rolling basis, for damage accrued from “recent declared events.”

- Spartanburg County
Eligible homeowners can receive up to $30,000 in funding for necessary repairs to their primary residence due to damage caused by hurricanes, tropical storms, tornadoes, floods, and other extreme weather events, according to SC Housing.
