Council voted unanimously to pass the final reading of the ordinance Tuesday night, thus enacting the one-year pause.
It's a trend popping up in counties across the Upstate and Midlands. Councils are largely establishing moratoriums for one year, so county leaders can assess the industry and needed regulations.
The ordinance's first reading was back on Aug. 25.
“It wasn’t an issue because development was almost nonexistent in Kershaw for a long time,” Russell Brazell said during the meeting. “But in post-Covid with people moving to South Carolina, it’s no different than us adjusting zoning regulations. We want to keep Kershaw County wholesome.”
Other counties are considering the same strategy, including Colleton, Fairfield, and others.
Municipalities within counties can take up the issue, too.
