The South Carolina Office of Resilience has opened three regional offices to serve households that are still affected by damage Hurricane Helene wrought nearly a year-and-a-half ago.
SCOR’s Hurricane Helene Housing Recovery Program -- part of a $150 million HUD-funded initiative to rebuild the Upstate -- now has offices in the cities of Aiken, Greenville, and Greenwood:

- Greenwood, SC: 104 Maxwell Ave. Suite 402, Greenwood 29646
The offices will be open 9 a.m. to 5 p.m. Monday through Friday and from 9 a.m. until noon on Saturdays. Residents can make an appointment or drop in.
Recovery funds are open to residents of the 15 Upstate counties hit hardest by Helene: Abbeville, Aiken, Anderson, Cherokee, Edgefield, Greenville, Greenwood, Laurens, McCormick, Oconee, Orangeburg, Pickens, Saluda, Spartanburg, and Union.
Funds for recovery efforts are meant to serve lower-income residents still dealing with the fallout of the 2024 storm.
We will prioritize. On two main aspects, and that's going to be household income as a percent of the area median income for the county that they live in,” said Kevin O’Dell, public information coordinator at SCOR. “Also, with whether in the household, at least one member either has a disability or is age-dependent.”
That means household members younger than 18 or older than 64.
SCOR’s HUD-Approved Action Plan for the program offers single-family home rehabilitation, replacement, and reconstruction; affordable rental housing rehabilitation; and voluntary buyouts income-qualified residents of the 15 counties.
Residents with disaster-caused needs other than housing and residents who have continuing disaster-related damage outside of the 15 counties can call 803-898-2511 or visit the nearest SCOR Disaster Case Management Regional Office, Monday through Friday, from 8:30 a.m. until 5 p.m.
